Saudi Arabia’s digital transformation gives the Kingdom an advantage many sporting nations did not possess during their early phases of system development. National platforms such as Sehaty, Tawakkalna, Absher, Nafath, Mawid, and the national health portals already coordinate identity, health records, appointments, and communication between institutions and citizens. These systems demonstrate that digital coordination can operate reliably at national scale and across diverse regions.

MENA Operational Patterns and the Need for an Athlete Clinical Passport

My work in Jordan and wider MENA systems shows a different operational pattern. Data is often manually coordinated, institution specific, and held within vertical approval pathways. Clinical information does not consistently move with the athlete, rehabilitation continuity varies between environments, and associations can struggle to maintain visibility across participation and pathway progression. These are common structural characteristics of emerging systems operating across multiple governance and delivery environments.

Digital Infrastructure as a Governance, Connectivity and Continuity Tool

Saudi Arabia can avoid or reduce this by integrating digital coordination into the middle layer from the beginning. Digital infrastructure is a governance tool that improves visibility, access, and continuity across participation, health, rehabilitation, and athlete development. In a vertically aligned governance environment, digital systems can act as the connective layer between families, federations, regional centres, and national bodies.

Family Decision Making and Trust in Participation Environments

Family decision making is central to participation in Saudi Arabia, especially for women and girls. Families assess safety, communication, medical provision, and the reliability of local environments. Digital systems can support these conditions by providing clear information and consistent access through trusted national platforms. When families understand where activities occur, who is responsible, and what support exists, participation becomes more stable and long term.

A Two-Layer Saudi-First Digital Systems

A Saudi first digital system can build on existing national platforms while creating new sport specific systems. The national platforms provide identity, verification, communication, and public health integration. The sport specific systems provide pathway visibility, participation tracking, and federation level planning.
