Saudi sport grows through regional difference, not uniformity.

The real question is how participation, governance, healthcare, infrastructure and performance systems connect as the ecosystem expands.

Sweden was never presented as a model to copy. It is a lens through which to view how participation, healthcare, rehabilitation, education, governance and pathway systems interact over time, and how connected ecosystems create long-term continuity, capability and progression.

Saudi Arabia operates within a different institutional, cultural and regional context. The opportunity is not sameness. It is designing environments that reflect regional variation, cultural intelligence and local nuance, while still creating enough continuity, stability and system connectivity required for long-term progression and performance.

Edition 3 moves from trust and participation into governance, infrastructure and system design. It examines how volunteering, public funding, movement literacy, education and family participation shape sport systems, before turning to the different logics of federations and institutes, and what that means for pathway ownership, consistency and performance environments.

From there, it builds toward the national middle layer, federation capability and Saudi‑first sports medicine, public health, and performance infrastructure, before closing with digital continuity, family trust, mental health and cultural intelligence.
